Fisher’s z-transformation of correlation coefficients.

Plain numpy (no numba). Values isclose to 1 are clipped to replace_1 first, since arctanh(1) == inf. Used in core/region_influence.py and core/colocalize.py to average/compare correlation coefficients on a variance-stabilized scale.
